The guidance standard for managing psychosocial risks in the workplace — and the framework for extending your ISO 45001 system to cover psychological as well as physical workplace safety.
ISO 45003 addresses the hazards that arise from how work is designed, organised, and experienced — the risks that affect mental health, wellbeing, and psychological safety. It is a guidance document used within an ISO 45001 OH&S management system, not an independent certifiable standard. In the UAE and Saudi Arabia, the regulatory case for this extension has never been stronger.
The UAE enacted Federal Decree-Law No. 28/2021 on Mental Health with workplace provisions. DHA and DOH have published workplace wellbeing frameworks. In Saudi Arabia, Vision 2030 labour reforms have incorporated psychological safety into inspection criteria. Organisations with ISO 45001 certificates that do not address psychosocial risk have a regulatory gap they may not know about yet.
Regulatory and Legal Compliance — UAE
| Law / Authority | ISO 45003 Relevance |
|---|---|
| Federal Decree-Law No. 28/2021 on Mental Health | UAE Mental Health Law includes employer obligations. ISO 45003 implementation provides documented evidence that employers systematically manage psychosocial risk — directly addressing the spirit and letter of this law |
| Federal Decree-Law No. 33/2021 on Labour Relations | Requires safe working conditions and protection of employee wellbeing. Psychosocial hazards are workplace hazards under UAE labour law. ISO 45003 within ISO 45001 satisfies the psychological safety component |
| DHA Workplace Wellbeing Programme | DHA's Healthy Workplace initiative sets expectations for Dubai employers. ISO 45003 implementation aligns with DHA programme requirements |
| DOH Abu Dhabi — Mental Health Strategy | DOH Healthy Mind programme includes workplace mental health. Abu Dhabi employers participating in DOH health initiatives benefit from ISO 45003 implementation |
| DFSA / FSRA Conduct and Culture Supervision | Financial services regulators increasingly supervise workplace culture as a conduct risk. Psychological safety management demonstrates proactive culture management to DIFC and ADGM regulators |
Regulatory and Legal Compliance — Saudi Arabia
| Law / Authority | ISO 45003 Relevance |
|---|---|
| Saudi Labour Law (Royal Decree No. M/51) and Amendments | Requires safe working conditions and worker health protection. Psychosocial hazards are within scope. ISO 45003 provides the systematic management framework for compliance |
| Vision 2030 Labour Market Reforms | Vision 2030 labour reforms have broadened workplace safety expectations to include psychological safety as an inspector criterion. ISO 45003 implementation directly addresses this |
| Ministry of Human Resources Workplace Safety Inspections | Labour inspectors increasingly include psychological safety elements. Documented ISO 45003 controls provide evidence of systematic management |
| GOSI (General Organization for Social Insurance) | Workplace psychological harm claims under GOSI are increasing. ISO 45003 implementation reduces psychosocial harm and associated claims |
Where This Standard Is Most Relevant — UAE and Saudi Arabia
| Location | Key Psychosocial Risk Profile |
|---|---|
| Dubai — International business and financial services | High-pressure environments, long commutes, expatriate adjustment, hospitality shift work, financial services target pressure |
| Abu Dhabi — Oil and gas and government | Offshore rotation, high-consequence decision-making, large project intensity, government transformation programme pressure |
| DIFC and ADGM — Financial services | Market pressure, global time zone demands, performance target intensity in a visible regulatory environment |
| UAE — Construction sites | Accommodation conditions, separation from family, heat stress, overtime pressure, migrant worker vulnerability |
| Saudi Arabia — Healthcare facilities (all cities) | Emotional demands in a transitioning healthcare system, shift work intensity, staffing pressures |
| Saudi Arabia — Vision 2030 mega-projects | Unprecedented pace of change, large remote project sites, international workforce diversity, deadline pressure |
What the Standard Requires
| Psychosocial Hazard Category | Examples in Practice |
|---|---|
| Work content and design | Unclear roles, conflicting demands, excessive workload, monotony, under-utilisation of skills |
| Work schedule and demands | Shift patterns, insufficient rest, unpredictable scheduling, excessive overtime |
| Organisational culture | Poor communication, lack of management support, perceived unfairness, micromanagement |
| Interpersonal relationships | Harassment, bullying, violence, discrimination, exclusion — addressed explicitly as ISO 45003 hazards |
| Work-home interface | Work-life imbalance, family demands, commuting burdens in Dubai and Riyadh urban contexts |
Why Nathan ISO Consulting — What We Do Differently
Nathan ISO Consulting integrates ISO 45003 into your ISO 45001 system as a genuine extension of your hazard management approach. We do not create a parallel wellbeing programme — we extend what you already have to cover psychological hazards with the same rigour as physical ones.
| What We Do Differently | How It Shows in Your Programme |
|---|---|
| We use validated psychosocial risk assessment tools | Not generic surveys. Tools calibrated for GCC workplace context — multinational workforces, expatriate adjustment factors, and specific industry risk profiles |
| We train managers, not just document requirements | Manager behaviour is the primary driver of psychosocial risk. We train managers to recognise and not create psychosocial hazards |
| We integrate into ISO 45001, not alongside it | Your existing hazard register and risk assessment are extended. One system — not two parallel programmes |
| We understand UAE and Saudi regulatory language | Documentation written for labour inspectors and DHA/DOH auditors, not just ISO certification auditors |
| We address construction and offshore contexts specifically | The psychosocial risk profile of a construction site is different from an office. We design context-appropriate approaches |
Frequently asked questions
No. ISO 45003 is guidance used within ISO 45001. Effective implementation strengthens your ISO 45001 scope and demonstrates to regulators and auditors that your OH&S management covers psychological as well as physical workplace safety.
Federal Decree-Law No. 28/2021 includes employer obligations. UAE labour law requires safe working conditions broadly. DHA and DOH have workplace wellbeing frameworks. The regulatory direction is unambiguous.
Very relevant. Construction workers face significant psychosocial hazards — separation from family, accommodation quality, working hours, heat stress, and supervision pressure. ISO 45003 provides the systematic framework.
An EAP provides individual-level support after harm occurs. ISO 45003 emphasises organisational and job-design level interventions that prevent harm. An EAP is one control element, not a substitute for systematic psychosocial risk management.
Through validated surveys, focus groups, interviews, and analysis of existing data — absenteeism, turnover, incident reports, and grievances. The approach is tailored to your workforce size and composition.
Yes. Isolation risk, work-home boundary blurring, and reduced management visibility are psychosocial hazards in remote and hybrid contexts. The standard applies regardless of work location.
Particularly relevant. DFSA and FSRA increasingly supervise workplace culture as a conduct risk factor. ISO 45003 implementation demonstrates systematic management of the psychosocial factors that drive culture risk.
After significant organisational changes, after psychosocial incidents, and on a regular periodic basis — at minimum annually.
Yes. Harassment and bullying are identified psychosocial hazards. The standard requires prevention controls, reporting mechanisms, investigation procedures, and corrective action — connecting to UAE Federal Law worker protections.
ISO 45003 is designed for use within ISO 45001. We recommend pursuing both where ISO 45001 is not yet in place.
