Ask any food safety manager what keeps them up and the answer is rarely a hazard they know about. It is the possibility that something went wrong three weeks ago, product has already reached six hundred retail outlets, and the traceability system will take four days to tell them which batches to pull.

Choosing Between ISO 22000, FSSC 22000 and HACCP

This decision comes first, because getting it wrong means either spending on certification your buyers never asked for or discovering mid-tender that the scheme you hold is not the one specified.

HACCP alone. A structured hazard analysis and control plan, usually aligned to municipal food safety requirements. Adequate for many smaller operations serving local customers. It is a method rather than a certifiable management system.

ISO 22000. Wraps HACCP inside a full management system with prerequisite programmes, management review and continual improvement. Widely accepted across the region and generally sufficient for local and institutional buyers.

FSSC 22000. Builds on ISO 22000 with additional sector-specific requirements and carries Global Food Safety Initiative recognition. Large international retailers and several export markets specify it by name, and nothing else will substitute when they do.

Our usual advice is to look at the customers you have and the ones you are actually pursuing, then buy the scheme those customers require. Not the one above it.

Following the Product Through

Food safety systems are easiest to understand as a sequence rather than a list of clauses. What follows is where the control points sit and where they most often fail.

Sourcing and Incoming Material

Supplier approval is where most traceability problems originate. The common pattern is thorough vetting at onboarding — certificates collected, questionnaire returned, approval granted — followed by nothing. No periodic audit, no verification testing, no review of whether the supplier's own certification is still valid. Three years later the approval file describes a company that has changed hands twice.

Sub-suppliers are the second gap. A direct supplier is assessed while their sourcing remains unexamined, which becomes urgent the moment a contamination issue originates further up the chain than your records reach.

Production and Critical Control Points

CCP monitoring records frequently show gaps around shift handover. Auditors treat that as loss of control rather than a clerical oversight, and they are right to, because a gap in monitoring is a period during which nobody can say whether the product was safe.

The other recurring finding is a HACCP plan that has fallen out of step with the process. New equipment, a reformulated product or a changed supplier gets introduced without revisiting the hazard analysis. The plan now describes a production process that no longer exists.

Allergen Control

Changeover cleaning between allergen and non-allergen runs is usually performed conscientiously. It is far less often validated. Without swabbing or analytical verification, a facility is relying on the assumption that its cleaning procedure achieves what it is meant to achieve, which is precisely the assumption a recall tests.

Cold Chain

Temperature control tends to be well monitored in central storage and progressively less so as product moves outward — into distribution, into last-mile delivery, onto a retail display unit. Excursions get recorded without a documented impact assessment, leaving no clear basis for the release decision that followed.

Traceability and Recall

Mock recalls are widely conducted and rarely challenging. Run against a single product and a cooperative supplier, with no time target, they demonstrate very little. A useful exercise picks an awkward scenario — a shared ingredient across three product lines, a batch split between two distribution centres — and puts a clock on it.

Regulatory Requirements in the Region

UAE. Import and export controls sit with the Ministry of Climate Change and Environment. Facility inspection and food handler requirements fall to Dubai Municipality or the equivalent municipal authority, with ESMA frameworks covering halal certification and product conformity.

Saudi Arabia. The SFDA governs facility registration, product conformity, labelling and import clearance, with halal requirements administered through the Saudi Halal Center.

Certification does not replace any of this. Halal in particular is a separate scheme with its own certifying bodies — an ISO 22000 system can be built to support halal integrity controls, but it does not deliver halal certification and should never be presented as doing so.

How We Work

Gap assessment first, covering HACCP plan adequacy and CCP determination, prerequisite programmes, supplier approval and verification, cold chain, allergen management, traceability and recall readiness, facility hygiene and pest control, and halal segregation controls where relevant.

Then documentation — HACCP plans and hazard analysis, prerequisite programme procedures, supplier approval and specifications, temperature monitoring, allergen changeover procedures, traceability and recall procedures, and corrective action systems. Written for supervisors and line operators, because a food safety manual that only the QA manager can follow is not a food safety system.

Where a company holds ISO 22000 alongside ISO 9001, ISO 14001 or ISO 45001, integration usually pays for itself quickly. The same production management team carries all of it on the same factory floor.

Retailer and Regulator Audits

We prepare companies for certification audits, surveillance visits, recertification, retailer and customer audits, and municipal or SFDA inspection. That involves production floor and cold store walkthroughs, CCP and verification record review, a properly challenging mock recall, and confirmation that past corrective actions actually held.

Production Systems and Cybersecurity

Automated process control, warehouse management and traceability databases now sit at the centre of most food operations. A disruption stops production; a compromise of the traceability database undermines the batch records a recall would depend on. Through VAPT Security, food businesses can access process control and automation security assessment, warehouse and traceability system review, infrastructure penetration testing, and supplier portal security testing.

Training the Floor

ISO 22000 implementation almost always exposes training gaps among food handlers, line operators and cold store staff — the group whose daily practice determines whether the system works at all. Relevant programmes through NIMS include food safety and HACCP, personal hygiene and food handler training, allergen awareness, cold store and manual handling safety, chemical handling, fire safety and first aid.

Who Should Be in the Room

A HACCP plan written without production input does not survive contact with a real shift. The food safety team leader and QA manager will lead, but the production manager, warehouse and cold store manager, maintenance manager and procurement manager all own pieces of the system whether or not they attend the meetings.

No. Municipal food safety regulation and, where applicable, SFDA registration are the mandatory requirements. ISO 22000 is voluntary, though many retailers and institutional buyers require it contractually.

No. Halal certification is a separate scheme with its own certifying bodies. An ISO 22000 system can support halal integrity controls but does not substitute for halal certification.

Yes. ISO 22000 applies across the food chain including storage, distribution and trading, with the hazard analysis scoped to the activities actually performed.

Usually less than companies expect. An established HACCP plan is the technical core of ISO 22000, and the remaining work is largely the surrounding management system requirements.
